ZFM holds first Council Meeting for 2020

The Council of the ZF Mgcawu District Municipality held its first ordinary Council meeting for the 2020 calendar year. The Council meeting took place on the 30th January 2020 and at this meeting the Council endorsed the Draft Annual Report, the Audit Recovery Plan and the Section 72 Mid Term Performance Assessment Report in terms of the Municipal Finance Management Act.

In terms of Section 55 (2) “a vacancy in the office of the executive mayor must be filled when necessary,” and it is based on this premise that Council is obligated to elect a mayor even in an acting capacity until such time as the position of executive mayor is filled permanently. A formal nomination process ensued and Councillor Maria Maasdorp was elected the Acting Executive Mayor of the ZF Mgcawu District Municipality. During the Council meeting, Councillor Aletta Matshimo was sworn in as a Direct Elected Councillor of the African National Congress filling the vacant position of the late Executive Mayor JJJ Olyn.

The ZF Mgcawu District Council is represented by a variety of political parties, many of whom have a long working relationship with the late JJJ Olyn. All political parties took the opportunity to pass their heartfelt condolences to the Olyn family and friends. Although the meeting was filled with a feeling of loss, Councillors also wished the newly elected acting Executive Mayor strength and courage to fill the big shoes left by her predecessor.

A memorial service in honour of the late Executive Mayor JJJ Olyn had been arranged for the 30th January in Lennertsville and he was laid to rest on the 1st February 2020.


Council Endorses Draft Annual Report 2018/2019

During a Council meeting held on the 30th January 2020, the Council of the ZF Mgcawu District Municipality endorsed the Draft Annual Report for the 2018/2019 financial year. On the day Council further adopted the Audit Recovery Plan as well as the Mid Term Performance Report in terms of Section 72 of the Municipal Finance Management Act. In terms of Section 127 (5) of the Municipal Finance Management Act, “immediately after tabling the annual report, the Accounting Officer of the Municipality must make public the annual report and invite the local community to submit representations in connection with the annual report”

The Draft Annual Report 2018/2019 is thus made available on our website and will be available at the ZF Mgcawu District Office in Upington. The next step in the process is that members of the public and all stakeholders have until Friday, 21st February 2020 to submit their written representations on the annual report in terms of Section 127 (5)(a) of the Municipal Finance Management Act, upon which Council will sit in March 2020 and either (1) Adopt the report with or without reservations; (2) Reject the report or (3) Refer the report back for revision. All stakeholders are encouraged to fully participate in this process.

ZFM mourns the passing of Executive Mayor JJJ Olyn

The ZF Mgcawu District Municipality has learned of the passing of its Executive Mayor Councillor Jan Johannes Jacobus Olyn, Mayor Olyn was affectionately known by most people as Roy Olyn. Mayor Olyn passed away on the 18th January 2020 and it is with great sadness that we share the news of his untimely death.

Councillor Olyn has served the District Municipality with distinction and tenacity. He has brought with him a wealth of experience in Local Government where he previously served as the Mayor of Kai! Garib Local Municipality and has subsequently served in various capacities including being the Speaker of the District Municipality.

Mr Olyn was elected as the Executive Mayor of the ZF Mgcawu District Municipality on the 30th May 2019. As the Executive Mayor he served as Chairperson of the Mayoral Committee amongst others. He has been a long serving Councillor of the District Municipality having been elected as a Direct Elected Councillor of the African National Congress (ANC) following the 2016 Local Government Elections. He was also a member of the Provincial Executive Committee of the ANC in the Northern Cape.

Mr Olyn will be remembered as a humble person and leaves a tremendous void both in local government and political structures where he served with boldness and commitment. We also take this opportunity to pass our sincere condolences to his family, friends, Councillors, employees, comrades and the entire ZF Mgcawu District Municipal Area.

ZFM Celebrates Women 2019

The ZF Mgcawu District Municipality recently held a special Women’s Day event in honour of the women working at the District Municipality. The event formed part of the Women’s month programme of August.

Women’s month is celebrated annually in August as a celebration and commemoration of the approximately 20 000 women of who marched to the Union Buildings in 1956 to petition against the Apartheid pass laws that required South African’s to carry an passport that served to maintain segregation between blacks and whites.

The event was attended by amongst others the Executive Mayor, Cllr Roy Olyn, the Speaker of the District Municipality, Cllr Moses Moalosi and the Municipal Manager, Mr Gilbert Lategan. In his speech the Executive Mayor highlighted the plight of women in the 21st century and the constant need for the emancipation of women. This year women’s month is celebrated under the theme, “25 years of democracy- Growing South Africa together for women’s emancipation”.

“Bringing an end to violence against women requires that every South African speak out against relations of power and dominations. Violence against women is not only a women’s issues; it is a men’s issue”, the Executive Mayor emphasised. These remarks were made with reference to the recent violent crime against a 14 year old girl found murdered in Upington. The event was organised to pay homage to the exceptional women working for the institution and to give a token of appreciation.“Your hard work, determination and commitment to the District Municipality does not go unnoticed. You do more than just work, you inspire,” he said. In the words of Michelle Obama, “Success isn’t about how much money you make, it’s about the difference you make in people’s lives”.
