Portfolio Committees

The Portfolio Committees of the ZF Mgcawu District Municipality met during March. In terms of section 80 of the Municipal Structures Act (Act 117 of 1998), if a municipal Council has an Executive Mayor it may appoint committees to assist the Executive Mayor. Such a committee must report to the Executive Mayor in accordance with the directions of the Executive Mayor. The ZF Mgcawu District has the following committees in place:

 Institutional Development

 Service Delivery

 Social and Local Development

 Good Governance and Public Participation

Each Chairperson of the committee sits on the Mayoral Committee. The administrative arm helps the Executive Mayor and Mayoral Committee to implement the Council's broader political objectives, headed by the municipal Manager.

During the last meeting, each manager to report on the work they have done for the quarter. The idea is that there should be accountability on how the tax payer's funds are spent. The Mayoral Committee receives monthly financial reports in terms of the Municipal Finance Management Act and thus the committee plays an oversight role in that regard.

Executive Council Outreach (EXCO)

The Northern Cape Cabinet had its EXCO visit at Mier on the 11th of February 2014. The outreach programme is to establish problems that the communities are facing in the district, and enables the government to identify parts that need urgent attention.

The ZF Mgcawu District Executive Mayor, Mr Gift van Staden visited the Swartskopdam community hall where the Noenieput community was also present. The district’s Executive Mayor was accompanied by the Northern Cape Director General, Mr Justice Bekebeke, Councillors, officials from the Premier’s office and departments.

 The executive mayor said, addressing the community in Afrikaans that “the cabinet visit is not because it is elections time; they must remember that this is an annual programme, it happened last year, it is going to happen again.”

Various complaints due to service delivery have been mentioned in the gathering. Some of the issues were raised last year; each department had submitted a report on the progress of those matters. According to a report that was read in front of the community, they have received chemicals to clean their water for the whole year. On the same day of the EXCO visit, Noenieput received pipes to begin the process of fixing their drains in the area. Some of the critical issues raised included Housing, water, sanitation, cellphone reception and health. These issues will be addressed by the relevant government structures.

Mr Ngxanga bids farewell to ZFM

mr ngxanga bids farewell to zfm

On the 29th November 2013, the Municipal Manager of the District made his last speech to fellow colleagues. In his speech he thanked the staff for the hard work they put in over the last 5years and even more so for the clean audit the District managed to achieve.
Mr Ngxanga gave an emotional speech, emphasising some of the high and challenging moments at the District. He will assume the responsibilities of Municipal Manager at the //Khara Hais Municipality with effect from 1st December 2013.
The Council of ZFM also thanked him for his loyal service over the last 5years, for having taken the District from Disclaimers to Clean audit reports.
We say thank you to Mr Ngxanga for the strong leadership qualities he portrayed and wish him well in his future endeavours.

Tata we will miss you

Nelson Rolihlahla Mandela became known and respected all over the world as a symbol of the struggle against apartheid and all forms of racism; the icon and the hero of African liberation.

Mandela or Madiba, as he was affectionately known, has been called a freedom fighter, a great man, South Africa's Favourite Son, a global icon and a living legend, among countless other names. He has been an activist, a political prisoner, South Africa's first democratically elected president, an international peacemaker and statesman, and a Nobel Peace Prize winner.
Mandela was more than just a leader, he was an extraordinary human being, and someone who literally lived for the ideal of creating a South Africa united in its diversity. As a nation we were forced to take a moment of silence and take cognisance of the giant that has fallen. Mandela lived for the ideal of a democratic and free society in which all persons live together in harmony and with equal opportunity.

The question is how do we live up to the standards set by Mandela? The answer is simple, we need to immolate the values that he lived for and by doing that we will live to achieve the ideals that he stood for.  We salute you Nelson Mandela- Qhawe la ma Qhawe!!

Women's Economic Summit

“Working together towards sustainable women empowerment and gender equality”

The ZF Mgcawu District Municipality in collaboration with Mme Re ka Thusa, SEDA, NOCCI and GCIS are currently busy holding a three day Women’s Economic summit in Upington.

On day one (17th September 2013) Ms T Masenge (Chairperson of Mme Re ka Thusa) explained the functions and financial opportunities offered by the trust fund. The trust fund offers loans and grants specifically to women businesses. The slogan of Mme Re Ka Thusa is: “An era to intensify the struggle of women against poverty”

The Premier of the Northern Cape, Me Sylvia Lucas also graced the event and had a lot to say about women emancipation and that the time has arrived for women to take their rightful place in society. She mentioned that when she was inaugurated as Premier, she had two focal points and those were women and youth empowerment.
The Premier encouraged women to actively participate in our economy and seize the opportunities that our democracy offers. The Premier did not shy away from the challenges that women face which include the struggle with entry to sectors and opportunities that were previously targeted at men. Many women still operate in the informal sector where they struggle to access resources such as finance, infrastructure and ease of running businesses.
