Siyanda District Municipality changes its name to ZF Mgcawu District Municipality

The Siyanda District is changing its name to ZF Mgcawu District. This process that started in 2010 was proclaimed by the Northern Cape MEC for Co-operative Governance, Human Settlement and Traditional Affairs, Mr MK Mmoiemang.
Siyanda District has for years been known as the ‘green Kalahari’, by those living in its borders as well as those outside. The name "Siyanda" is an African Name and simply means- ‘we are growing’. It is just aptly so that Siyanda is now growing to honour one of its children who were not only a freedom fighter who dedicated his life to the fight against the apartheid system, but served his people and communities until his passing in July 2001.
The Name change process started in 2010 until its advertisement in the Provincial Government Gazette, 22 October 2012, notice 14 of 2012.The Siyanda Council then decided that the name change will be implemented on 01 July 2013.
ZF Mgcawu might be difficult for the untrained tongue to pronounce, but will soon become very easy to do, especially if one knows the person behind the name. Mr Zwelentlanga Fatman Mgcawu was commonly known as Fatman born and bred in Pabalello. He was a man with many talents, such as his tertiary education from the University of Cape Town where he obtained a qualification in drama and Acting. He was a passionate actor and comedian and sought to train the youth to impact their skills and aid in opening opportunities for them. Not only was he an avid politician and active in church, but he was also the 1st black Mayor of the 1st democratic election in 1996.
ZF Mgcawu served his community through poverty alleviation projects and was also involved in the development of the Upington Airport. Recently Brug Street in Upington has also been changed to ZF Mgcawu Street
Whilst many will have to get use to the name change, a district named after a man who can only be described as a family and community man, is truly a district that can place their family and communities first. It is a district where one can truly say that they are no longer growing, but that they have become a full grown district with a breadth of potential and opportunities and a place where all are inclusive.

Siyanda obtains Unqualified audit opinion

During a Council meeting of the Siyanda District Municipality, the office of the Auditor General tabled the 2011/2012 Audit report to Council.

The Auditor General’s opinion on the Annual Financial Statements of the District Municipality was that the District qualifies to receive an unqualified audit opinion.
An audit report is said to be unqualified, when it is a clean report. Thus the auditor after examination of the organisation, its record and financial statements comes to a conclusion that the financial statement reflects the true financial position of the institution and that the financial statement have been prepared in accordance with the acceptable accounting principles.
Qualified audit report on the other hand is a negative report which shows that the financial statement have not be prepared in accordance with acceptable accounting principles and the opinion of true and fair is not certain.
The Council received this news with open arms and expressed its gratitude to the AG’s office and even more so to the Municipal Manager and the Administration.
According to the Municipal Manager, Mr D. Ngxanga, this positive outcome is a result of a dedicated, hard and smart working team that worked tirelessly and the fear of a regression pumped the adrenalin for a win. “The team now sets its eyes on the reduction of matters of emphasis on audited items and never to regress, he said.

The Executive Mayor on behalf of the Council said: “We applaud all those who demonstrated loyalty and professional behaviour during the period of the audit. We also thank the team that performed the audit from the office of the Auditor General”

Christmas is a very important time of the year for all of us and it’s important that we all enjoy the festive period in a happy, safe and peaceful manner and that 2013 will provide us with more opportunities to build on the foundations of the success we’ve already achieved.
Ek wil graag die raadslede bedank vir hul harde werk die afgelope jaar en hul gesinne ‘n aangename rustyd en voorspoed vir die nuwe jaar toewens. Die sterk leierskap het die grondslag gele vir almal om saam te werk in nastrewing van die munisipaliteit se visie om ‘n sentrum van uitnemendheid vir sy gemeenskappe te wees.

During the festive season the Siyanda District Municipality renews its pledge to keep on keeping on in it’s efforts to do all it can to alleviate all the negative socio-economic conditions afflicting a great number of our communities. This is our promise and pledge for the coming year.
We encourage you to drive safely to wherever you will be going to spend time with your loved ones and let us all take time to think of those less fortunate than ourselves and give as much as possible.
The Council, Senior Management and entire staff of Siyanda District Municipality join me in wishing you a blessed Christmas and a prosperous new year.

Council Endorses Draft Annual Report

During a Council meeting held on 25th January 2013, the Council of the Siyanda District Municipality endorsed the Draft Annual Report 2011/2012. Coupled with this Council also adopted the Mid-Year Budget and Performance Report.

The draft annual report is available on our website as well as our offices at Cnr of Hill and Le Roux Street. The next step in the process is that members of the public and all stakeholders have until 22 February 2013 to submit their written representations on the annual report upon which Council will sit in March and either (1) Adopt the report with or without reservations; (2) Reject the report or (3) Referred the report back for revision.

IDP engagement with //Khara Hais

IDP

The Siyanda District Municipality has kicked off with its annual IDP public participation processes. The first engagement took place with // Khara Hais Municipality.
In explaining the purpose of the engagement, the Executive Mayor Cllr Gift Van Staden indicated that the approach to public participation from the part of the district will be to monitor and ensure that processes within the category B municipalities. The role of the district municipality in terms of the systems act is to render support and assistance to the local municipalities. Our role is not to compete with any municipality but rather to ensure that the local municipality fulfils its mandate of rendering services.

An assessment questionnaire was sent to all local municipalities with the intent of determining what the needs in terms of capacity building will be.
The Executive Mayor further had a discussion session with the councillors about the importance of regularly meeting with communities in order to establish what their needs are
